The thirty-second version
PYUSD is issued by Paxos Trust Company, N.A., with PayPal as brand and distribution partner. Paxos's licence page records conversion to a national trust charter on December 12, 2025, under OCC supervision. Its PYUSD page confirms that current framework. Ethereum and Solana support are network choices, not changes of issuer.
The launch, and what was novel about it
PYUSD launched on Ethereum as a Paxos-issued ERC-20 token. PayPal supplied the consumer-facing brand and distribution. That distinction matters: the familiar payment app is the interface, while Paxos is responsible for issuance under the token terms.
Eligible users could buy, sell and transfer PYUSD inside PayPal. A PayPal account in one country does not establish access in another, and an existing account can still face crypto eligibility checks.
Ethereum network fees are a practical issue for small external payments. Compare the fee with the amount being sent; a transaction that makes sense for a treasury transfer may be poor value for a small purchase. App transfers and on-chain withdrawals can have different costs.
PayPal extended PYUSD to Solana with Paxos remaining the issuer. The launch added a different network and fee model. A block interval is not a promise of end-to-end payment time: the receiving service may wait for confirmations and carry out its own checks.
Supply can move between networks as issuers mint and redeem. To compare Ethereum and Solana, use both contracts at the same dated snapshot; this article does not establish a current supply split or transfer-count ranking.
For a payment, the more useful question is whether both wallets support the same network and token contract. A low network fee is of little help if the recipient must pay for an extra swap or cash-out.
The reserve composition and supervision
PYUSD reserves are held by Paxos under the same regulatory regime that supervises USDP (Paxos's own-brand stablecoin). The reserves comprise:
- US Treasury instruments, with maturity and valuation details in the dated report.
- Eligible cash equivalents, including repurchase arrangements where reported.
- Dollar deposits, whose accessibility depends on the banking arrangements.
- The report's total reserve assets and outstanding tokens, which should be compared at the same reporting date.
Segregation and redemption rights should be read in the current token terms. They are not the same as deposit insurance and do not guarantee instant access during insolvency or a network outage. A reserve report is evidence for its stated date and scope.
The 2023 BUSD action belongs to Paxos's earlier New York framework. The national trust conversion changes the current supervisory context; the historical case cannot be copied into a forecast of PYUSD's treatment.
The commerce use case · what is actually happening
The strategic bet behind PYUSD is that stablecoin-based payments will eventually capture some share of the card-network and ACH volumes that PayPal's core business runs on. The hypothesis has four components:
What is not yet happening
Checkout support is not evidence of a particular share of payment volume. No dated disclosure cited here establishes PYUSD's percentage of PayPal checkout. For a shopper, the practical comparison includes the payment quote, any account rewards, refund treatment and whether crypto is converted before the merchant receives funds.
A payment provider's supported assets and settlement currencies are product-specific. Merchant integration documents are more useful than an inference from the provider's brand: check which token the buyer sends, what the merchant receives and who performs conversion.
How PYUSD compares to USDC for everyday use
For an ordinary US-resident holder asking "should I use PYUSD or USDC?", the answer depends on which interfaces you already use:
- If your PayPal account supports PYUSD, compare the in-app purchase and withdrawal quote with your alternatives. A separate self-custody wallet is needed only if you choose to withdraw to one.
- For exchange trading, compare the specific PYUSD and USDC pairs, their order books and supported deposit networks.
- For DeFi, check the actual pool and withdrawal liquidity. Neither token's brand removes contract, liquidation or incentive risk.
- For remittances, verify the recipient's legal access and payout route first. PayPal's presence in a country does not establish PYUSD support there.
The desk's working stablecoin mix does not include PYUSD by default, because the use cases we have do not match the product's strongest areas. For a US retail user with significant PayPal usage and remittance needs, the answer might be different.
The structural risks for PYUSD holders
Issuer and distribution dependency
Supervision does not prevent a provider from changing product support. Check Paxos's current redemption terms and PayPal's account-specific availability separately. No evidence here assigns a probability or a guaranteed wind-down period to a future service change.
The Solana chain risk
A Solana outage can delay transfers of PYUSD held on that network. It does not automatically stop another network, but it can obstruct the transfer needed for redemption. A legal redemption claim and the operational ability to deliver tokens are separate questions.
The PayPal strategic-priority vector
A change in PayPal's priorities could alter distribution or product support. Do not assume either continued issuance or immediate closure: Paxos's token terms and the providers' notices would determine the available exit routes.
